Narrative:
Atcs was working local controller, small aircraft Y landed runway 36. Small aircraft X had just landed on runway 36, and was less than 2000 ft down the runway then small aircraft Y crossed the threshold. Small aircraft Y had been cleared to land. Local controller took no action to stop incident and just watched it happen. Small aircraft X wasn't even close to an intersection where he could clear the runway. Supplemental information from 190485. The local controller had small aircraft X land runway 36, she then instructed small aircraft X to no delay turn right at taxiway a. Small aircraft Y was cleared to touch and go at which point appropriate runway separation was lost when small aircraft Y landed runway 36, separation between small aircraft X when small aircraft Y landed was less than 2000 ft. The corrective action local controller should have taken would have been to give small aircraft Y a go around. Instead she instructed small aircraft Y to make a full stop, after small aircraft X cleared the runway she cleared small aircraft Y to takeoff.

Narrative: ATCS WAS WORKING LCL CTLR, SMA Y LANDED RWY 36. SMA X HAD JUST LANDED ON RWY 36, AND WAS LESS THAN 2000 FT DOWN THE RWY THEN SMA Y CROSSED THE THRESHOLD. SMA Y HAD BEEN CLRED TO LAND. LCL CTLR TOOK NO ACTION TO STOP INCIDENT AND JUST WATCHED IT HAPPEN. SMA X WASN'T EVEN CLOSE TO AN INTXN WHERE HE COULD CLR THE RWY. SUPPLEMENTAL INFO FROM 190485. THE LCL CTLR HAD SMA X LAND RWY 36, SHE THEN INSTRUCTED SMA X TO NO DELAY TURN R AT TAXIWAY A.
