Narrative:
Almost 2 yrs ago, a company built a distribution center near fnl airport. Included, a 149 ft water tower. For a long time, there was a NOTAM to raise non precision approach minima by 80 ft. Chart maker has reflected this on their plates for some time. 'Nos' not changed. The NOTAM is so stale you cannot get it even when specifically asking on an FSS briefing. For the runway 33 NDB and VOR-DME 4, the thing uses most of the altitude margin. You could do everything right and hit this tower. This gives me low confidence in nos charts. How many other locations are like this? Would I have any better luck getting NOTAMS for them? I dare anyone to pry the fnl plus 80 ft NOTAM from FSS. The chart should be fixed. Callback conversation with reporter revealed the following information: analyst discussed charting with FAA okc fifo specialist. There are 8 current fdc NOTAMS out that change the mins. Amendments are in the process at this time and should be published at the next charting date, which is in jan/92. Rdc NOTAMS were issued when the problem surfaced. The problem appears to be that fdc NOTAMS are usually not issued by FSS unless specifically asked for.
