Narrative:
Flight was filed with ATC from kbgr to klts via J595 yxu J586 crl J554 G1J J146 jot J26 ict klts etg 3:56 ETD kbgr XX45Z. Due to change in pay load I recomputed and issued a new flight plan, with adjusted weights, to the crew. Not noticed at that time, that due to computer updated en route winds, the route did change as follows: kbgr J595 yxu J586 crl J554 G1J J146 jot J26 bdf J105 sgf J98 irw klts. The flight crew was not aware at departure that 'cleared as filed' and the flight plan they were using to navigation was not identical in route. This discrepancy was discovered by chicago center when aircraft proceeded from over bdf toward bayli on J105 instead of J26 to irk. Error was on my part for not cancelling original flight plan and refiling revised plan with new route. Contributing factors: flight was scheduled to depart kbgr at XX45Z. There was a miss alert of the crew for show time at the airport. Resolving this crew problem, revising the payload among other phone calls had distraction my attention and I did not fully check both flight plans to assure route was as filed. Flight was released improperly. Corrective action: take the time to assure revised flight plan issued is refiled to assure crew hat flight plan is properly filed.
Original NASA ASRS Text
Title: ACR WDB TRACK HDG DEV. FLC FOLLOWED THE FLT PLAN BUT THE FLT PLAN WAS CHANGED WITHOUT THEIR KNOWLEDGE.
Narrative: FLT WAS FILED WITH ATC FROM KBGR TO KLTS VIA J595 YXU J586 CRL J554 G1J J146 JOT J26 ICT KLTS ETG 3:56 ETD KBGR XX45Z. DUE TO CHANGE IN PAY LOAD I RECOMPUTED AND ISSUED A NEW FLT PLAN, WITH ADJUSTED WTS, TO THE CREW. NOT NOTICED AT THAT TIME, THAT DUE TO COMPUTER UPDATED ENRTE WINDS, THE RTE DID CHANGE AS FOLLOWS: KBGR J595 YXU J586 CRL J554 G1J J146 JOT J26 BDF J105 SGF J98 IRW KLTS. THE FLT CREW WAS NOT AWARE AT DEP THAT 'CLRED AS FILED' AND THE FLT PLAN THEY WERE USING TO NAV WAS NOT IDENTICAL IN RTE. THIS DISCREPANCY WAS DISCOVERED BY CHICAGO CENTER WHEN ACFT PROCEEDED FROM OVER BDF TOWARD BAYLI ON J105 INSTEAD OF J26 TO IRK. ERROR WAS ON MY PART FOR NOT CANCELLING ORIGINAL FLT PLAN AND REFILING REVISED PLAN WITH NEW RTE. CONTRIBUTING FACTORS: FLT WAS SCHEDULED TO DEPART KBGR AT XX45Z. THERE WAS A MISS ALERT OF THE CREW FOR SHOW TIME AT THE ARPT. RESOLVING THIS CREW PROBLEM, REVISING THE PAYLOAD AMONG OTHER PHONE CALLS HAD DISTR MY ATTN AND I DID NOT FULLY CHK BOTH FLT PLANS TO ASSURE RTE WAS AS FILED. FLT WAS RELEASED IMPROPERLY. CORRECTIVE ACTION: TAKE THE TIME TO ASSURE REVISED FLT PLAN ISSUED IS REFILED TO ASSURE CREW HAT FLT PLAN IS PROPERLY FILED.
