Narrative:
We were cleared the visual to 22L at mdw and were descending through 3500 ft MSL. First officer said woo! And I looked and saw an small transport Y of another airline pass just under our nose. I believe he was banking. I'm not sure if it was to avoid us. We asked the controller if he had the small transport Y on scope, he said he saw something then turned his head away from scope and when he turned back the target was gone. I believe the small transport Y was VFR off meigs with no transponder on with mode C or the transponder and mode C were inoperative or, the small transport Y was VFR and just stayed too close to the ord TCA and mdw arsa boundaries. The problem is VFR aircraft too close to TCA and arsa airspace when not communicating with the facility.

Title: CLOSE PROX COMMUTER SMT ON VISUAL APCH TO MDW AND A SECOND COMMUTER SMT DEPARTING MEIGS.
Narrative: WE WERE CLRED THE VISUAL TO 22L AT MDW AND WERE DSNDING THROUGH 3500 FT MSL. FO SAID WOO! AND I LOOKED AND SAW AN SMT Y OF ANOTHER AIRLINE PASS JUST UNDER OUR NOSE. I BELIEVE HE WAS BANKING. I'M NOT SURE IF IT WAS TO AVOID US. WE ASKED THE CTLR IF HE HAD THE SMT Y ON SCOPE, HE SAID HE SAW SOMETHING THEN TURNED HIS HEAD AWAY FROM SCOPE AND WHEN HE TURNED BACK THE TARGET WAS GONE. I BELIEVE THE SMT Y WAS VFR OFF MEIGS WITH NO TRANSPONDER ON WITH MODE C OR THE TRANSPONDER AND MODE C WERE INOP OR, THE SMT Y WAS VFR AND JUST STAYED TOO CLOSE TO THE ORD TCA AND MDW ARSA BOUNDARIES. THE PROBLEM IS VFR ACFT TOO CLOSE TO TCA AND ARSA AIRSPACE WHEN NOT COMMUNICATING WITH THE FACILITY.
