Narrative:
Air carrier X descent into portland, on moxee 2 arrival at flowr intersection, we received an RA on TCASII. At first it was 'monitor vertical speed', we were straight and level 10000 ft, 250 KTS at that time. Then as we were cleared to descend to 5000 ft, we got a climb RA on TCASII. We climbed 300 ft (10300 ft MSL) before we got a 'clear of conflict' on TCASII. We advised ATC, they said no problem descend to 5000 ft. We had visual contact with only 1 of 2 conflicting aircraft. One was said by ATC to be aircraft Y that had just released parachutists at 10500 ft just in front of us. This is the aircraft we saw at flowr intersection during the conflict. He was below us (approximately 1000-2000 ft) in a 90 degree bank turn when sighted. We did not see the other traffic. My greatest concern is: why was an aircraft permitted to drop jumpers over flowr intersection at 10500 MSL? This arrival placed us over flowr at 10000 ft and 250 KTS.

Title: ACR X TCASII RA EVASIVE ACTION TAKEN FROM ACFT Y SKYDIVING ACFT. SEE AND AVOID CONCEPT. SITUATION SKYDIVING ON AIRWAYS.
Narrative: ACR X DSCNT INTO PORTLAND, ON MOXEE 2 ARR AT FLOWR INTXN, WE RECEIVED AN RA ON TCASII. AT FIRST IT WAS 'MONITOR VERT SPD', WE WERE STRAIGHT AND LEVEL 10000 FT, 250 KTS AT THAT TIME.
