Narrative:
Aircraft scheduled to operate stl-cos developed a mechanical problem with its right air conditioning pack. The flight made an emergency landing at mci. The reason I state it as an emergency landing is the flight was released by his flight dispatcher from stl to cos. At no time did the captain contact his flight dispatcher to request a change in his destination, therefore the captain must have used his emergency authority to land at mci. This seems to be a policy at air carrier as very few flts contact their flight dispatcher prior to making an unscheduled landing. I also wonder if this captain then filled out the required form for using his emergency authority? See far 121.631.

Title: DISPATCHER COMPLAINT REF CAPT'S USE OF EMER AUTHORITY AND BYPASSING COM AND ASSISTANCE FROM DISPATCH.
Narrative: ACFT SCHEDULED TO OPERATE STL-COS DEVELOPED A MECHANICAL PROBLEM WITH ITS R AIR CONDITIONING PACK. THE FLT MADE AN EMER LNDG AT MCI. THE REASON I STATE IT AS AN EMER LNDG IS THE FLT WAS RELEASED BY HIS FLT DISPATCHER FROM STL TO COS. AT NO TIME DID THE CAPT CONTACT HIS FLT DISPATCHER TO REQUEST A CHANGE IN HIS DEST, THEREFORE THE CAPT MUST HAVE USED HIS EMER AUTHORITY TO LAND AT MCI. THIS SEEMS TO BE A POLICY AT ACR AS VERY FEW FLTS CONTACT THEIR FLT DISPATCHER PRIOR TO MAKING AN UNSCHEDULED LNDG. I ALSO WONDER IF THIS CAPT THEN FILLED OUT THE REQUIRED FORM FOR USING HIS EMER AUTHORITY? SEE FAR 121.631.
