Narrative:
Aircraft landed on runway that was occupied by FAA maintenance vehicle. Aircraft not in radio contact with tower no clearance issued from tower to aircraft. Aircraft pilot said he tried radio contact. When no reply he circled airport then landed. Said low on fuel. Tower never heard aircraft nor saw aircraft until on runway. Aircraft had back up radio and didn't use it (should have). Aircraft had a mode C that was broken so he couldn't squawk NORDO or emergency.

Title: NORDO NORAC TFC PERFORMS AN UNAUTH LNDG.
Narrative: ACFT LANDED ON RWY THAT WAS OCCUPIED BY FAA MAINT VEHICLE. ACFT NOT IN RADIO CONTACT WITH TWR NO CLRNC ISSUED FROM TWR TO ACFT. ACFT PLT SAID HE TRIED RADIO CONTACT. WHEN NO REPLY HE CIRCLED ARPT THEN LANDED. SAID LOW ON FUEL. TWR NEVER HEARD ACFT NOR SAW ACFT UNTIL ON RWY. ACFT HAD BACK UP RADIO AND DIDN'T USE IT (SHOULD HAVE). ACFT HAD A MODE C THAT WAS BROKEN SO HE COULDN'T SQUAWK NORDO OR EMER.
