Narrative:
On the descent to cody, wy, approximately 8000 ft MSL, I had a TCASII resolution to climb. My first officer was flying. Immediately after getting the RA warning he initiated the climb, applying full power. I noticed the torque indicating 110 percent, also saw the engine light on the ccas. Instantly I brought the power levers to maximum go around torque. After clearing traffic, I monitored all instruments and they appeared to be normal. A few mins before this happened, I had the traffic on TCASII, however, never visual. The traffic had taken off downwind of runway 4. We were in base for runway 22. We received the traffic warning and immediately after the RA to climb. After debriefing with the flight attendant, she reported seeing the traffic underneath approximately 300 ft and 100 ft to the left.

Title: MDT SIZE COMMUTER ON VISUAL APCH TO COD HAD NMAC WITH LIGHT ACFT IN TFC PATTERN. TCASII ALERTED MDT FLC AND EVASIVE ACTION RESPONSE CAUSED FO TO OVER TORQUE BOTH ENGS.

WE WERE IN BASE FOR RWY 22. WE RECEIVED THE TFC WARNING AND IMMEDIATELY AFTER THE RA TO CLB. AFTER DEBRIEFING WITH THE FLT ATTENDANT, SHE RPTED SEEING THE TFC UNDERNEATH APPROX 300 FT AND 100 FT TO THE L.
