Narrative:

I was working operations destination, my job duties included checking student pilot cross country preflight planning. My company is based at pwk airport. A student pilot, was scheduled to make a cross country (long private) from pwk to lse, mli, itt and return to pwk. I checked all his preflight planning including, WX, route, TCA avoidance, arsa operations, chkpoints, NOTAMS, etc. I specifically asked him about arsa operations since he would be entering mli arsa. He answered my questions right and also stated that he had been to madison (arsa) several times. He then started out on his cross country flight. The next morning when arriving at work, I was informed that he got lost and landed at another airport. Further investigation revealed that he was in contact with quad-cities approach control and had decided to switch off that frequency on his own. He then proceeded to land at an uncontrolled field, dvn. It appears that davenport was having an air show at that time and the show had to be stopped to let him land! Once on the ground, he called the school and stated that he would be running late. Operations asked him where he was and he said 'at mocine.' operations then told him that if he wasn't off the ground in 1 hour to wait there for a pickup by an instructor since it was approaching evening. A half an hour later the school received another call from him. This time he stated that he had radio problems, (the real problem? He was on the ground at davenport not quad cities, moline not being able to pick up any frequencys!) operations told him to 'stay there' and then dispatched 2 instructors to pick him up. He must have found out where he really was because when the 2 instructors showed up at moline, he had snuck over to moline from dvn. The approach facility stated that he had followed correct arsa operations when returning from davenport to moline. On the flight home he refused that he had landed at another airport!

Title: STUDENT PLT ON XCOUNTRY FLT TERMINATES CONTACT WITH MLI APCH CTLR WITHOUT AUTH AND THEN LANDS AT ANOTHER ARPT THAT IS CLOSED FOR AN AIRSHOW.

Narrative: I WAS WORKING OPS DEST, MY JOB DUTIES INCLUDED CHKING STUDENT PLT XCOUNTRY PREFLT PLANNING. MY COMPANY IS BASED AT PWK ARPT. A STUDENT PLT, WAS SCHEDULED TO MAKE A XCOUNTRY (LONG PVT) FROM PWK TO LSE, MLI, ITT AND RETURN TO PWK. I CHKED ALL HIS PREFLT PLANNING INCLUDING, WX, RTE, TCA AVOIDANCE, ARSA OPS, CHKPOINTS, NOTAMS, ETC. I SPECIFICALLY ASKED HIM ABOUT ARSA OPS SINCE HE WOULD BE ENTERING MLI ARSA. HE ANSWERED MY QUESTIONS RIGHT AND ALSO STATED THAT HE HAD BEEN TO MADISON (ARSA) SEVERAL TIMES. HE THEN STARTED OUT ON HIS XCOUNTRY FLT. THE NEXT MORNING WHEN ARRIVING AT WORK, I WAS INFORMED THAT HE GOT LOST AND LANDED AT ANOTHER ARPT. FURTHER INVESTIGATION REVEALED THAT HE WAS IN CONTACT WITH QUAD-CITIES APCH CTL AND HAD DECIDED TO SWITCH OFF THAT FREQ ON HIS OWN. HE THEN PROCEEDED TO LAND AT AN UNCTLED FIELD, DVN. IT APPEARS THAT DAVENPORT WAS HAVING AN AIR SHOW AT THAT TIME AND THE SHOW HAD TO BE STOPPED TO LET HIM LAND! ONCE ON THE GND, HE CALLED THE SCHOOL AND STATED THAT HE WOULD BE RUNNING LATE. OPS ASKED HIM WHERE HE WAS AND HE SAID 'AT MOCINE.' OPS THEN TOLD HIM THAT IF HE WASN'T OFF THE GND IN 1 HOUR TO WAIT THERE FOR A PICKUP BY AN INSTRUCTOR SINCE IT WAS APCHING EVENING. A HALF AN HOUR LATER THE SCHOOL RECEIVED ANOTHER CALL FROM HIM. THIS TIME HE STATED THAT HE HAD RADIO PROBLEMS, (THE REAL PROBLEM? HE WAS ON THE GND AT DAVENPORT NOT QUAD CITIES, MOLINE NOT BEING ABLE TO PICK UP ANY FREQS!) OPS TOLD HIM TO 'STAY THERE' AND THEN DISPATCHED 2 INSTRUCTORS TO PICK HIM UP. HE MUST HAVE FOUND OUT WHERE HE REALLY WAS BECAUSE WHEN THE 2 INSTRUCTORS SHOWED UP AT MOLINE, HE HAD SNUCK OVER TO MOLINE FROM DVN. THE APCH FACILITY STATED THAT HE HAD FOLLOWED CORRECT ARSA OPS WHEN RETURNING FROM DAVENPORT TO MOLINE. ON THE FLT HOME HE REFUSED THAT HE HAD LANDED AT ANOTHER ARPT!
