Narrative:
The aircraft, 2 engine widebody transport, was dispatched with the center hydraulic system air driven pump inoperative. All MEL restrictions were complied with, i.e., 36000 pound penalty to performance weight maximum. After takeoff on runway 8R from katl the gear lever was placed to up position. After a delay of 5-7 mins, the doors light and disagreement light remained illuminated. The aircraft buffeted indicating that the nose gear or doors had not retracted. The gear was cycled down and 3 green gear lights illuminated. The gear lever was placed up and gear disagreement lights and door light remained illuminated. The nose gear would not extend and alternate procedure was followed to extend the gear. When the flap lever was extended, the flaps would not extend and the alternate procedure was followed to extend the flaps to 20 degree. An uneventful landing was made on runway 9R at katl and the aircraft was taxied to the gate. Maintenance could not find a problem with the center hydraulic electric pumps, but the pumps did not provide sufficient pressure or flow to retract the landing gear and associated doors. Even after the electric pumps were on an extended time, they did not provide sufficient pressure and flow to extend the flaps and slats. I would like to recommend that the center hydraulic air driven pump (adp) be removed from the MEL and it be a no go item if it is inoperative.

AFTER TKOF ON RWY 8R FROM KATL THE GEAR LEVER WAS PLACED TO UP POS. AFTER A DELAY OF 5-7 MINS, THE DOORS LIGHT AND DISAGREEMENT LIGHT REMAINED ILLUMINATED. MAINT COULD NOT FIND A PROBLEM WITH THE CENTER HYD ELECTRIC PUMPS, BUT THE PUMPS DID NOT PROVIDE SUFFICIENT PRESSURE OR FLOW TO RETRACT THE LNDG GEAR AND ASSOCIATED DOORS. EVEN AFTER THE ELECTRIC PUMPS WERE ON AN EXTENDED TIME, THEY DID NOT PROVIDE SUFFICIENT PRESSURE AND FLOW TO EXTEND THE FLAPS AND SLATS. I WOULD LIKE TO RECOMMEND THAT THE CENTER HYD AIR DRIVEN PUMP (ADP) BE REMOVED FROM THE MEL AND IT BE A NO GO ITEM IF IT IS INOP.
