Narrative:

Pilot of small aircraft X IFR flight plan to lex at 3000 ft, reported icing approximately 25 mi southeast. He asked for direct handling to the airport and said he had 3/8 inch of ice accumulation. The aircraft was advised of icing up to 8000 ft and chose not to climb. Approximately 15 mi east of the field, the pilot advised that he had 3/8-1/2 inch of ice accumulated and was having trouble maintaining altitude and airspeed. The aircraft was subsequently vectored for surveillance approach and the fire equipment was dispatched alert. The aircraft got the runway environment in sight on 1 mi final at MDA for surveillance approach. I made the landing on runway 22.

Title: SMA X ENCOUNTERED ICING AND WAS UNABLE TO MAINTAIN ALT AND AIRSPD.

Narrative: PLT OF SMA X IFR FLT PLAN TO LEX AT 3000 FT, RPTED ICING APPROX 25 MI SE. HE ASKED FOR DIRECT HANDLING TO THE ARPT AND SAID HE HAD 3/8 INCH OF ICE ACCUMULATION. THE ACFT WAS ADVISED OF ICING UP TO 8000 FT AND CHOSE NOT TO CLB. APPROX 15 MI E OF THE FIELD, THE PLT ADVISED THAT HE HAD 3/8-1/2 INCH OF ICE ACCUMULATED AND WAS HAVING TROUBLE MAINTAINING ALT AND AIRSPD. THE ACFT WAS SUBSEQUENTLY VECTORED FOR SURVEILLANCE APCH AND THE FIRE EQUIP WAS DISPATCHED ALERT. THE ACFT GOT THE RWY ENVIRONMENT IN SIGHT ON 1 MI FINAL AT MDA FOR SURVEILLANCE APCH. I MADE THE LNDG ON RWY 22.
