Narrative:
ATC told us that an MTR was climbing 12 O'clock to FL280. We saw his progress on TCASII. At 5 mi he climbed through FL280 and passing FL283 TCASII gave an RA to climb at 6000 FPM. We stopped at FL303 and MTR passed within 500 ft of aircraft.

Title: CLOSE PROX ACR-MLG MTR OVER PHX AT FL300 AFTER TCASII ALTDEV EXCURSION FROM CLRNC ALT.
Narrative: ATC TOLD US THAT AN MTR WAS CLBING 12 O'CLOCK TO FL280. WE SAW HIS PROGRESS ON TCASII. AT 5 MI HE CLBED THROUGH FL280 AND PASSING FL283 TCASII GAVE AN RA TO CLB AT 6000 FPM. WE STOPPED AT FL303 AND MTR PASSED WITHIN 500 FT OF ACFT.
