Narrative:
On the evening of nov/xx/91, I was assigned to work ship xx which was staying overnight and was due a check. #3 tire, right gear forward left tire was cut and I changed it although I have never received any training on the xx aircraft and am not ETOPS qualified. The former lead mechanic in charge of the airplane did not supervise installation of the new wheel assembly and did not make a logbook entry. There is no paperwork to show this tire was changed. On nov xx/91 I received a training record in my mailbox stating that I received 4 hours OJT on the xx aircraft. Although I never received said training, it was entered on my permanent training record. I believe these incidents have occurred because local management wants to retain the 120 min ETOPS qualification on the aircraft at any cost. Close scrutiny of our aircraft ETOPS program will reveal numerous inconsistencies. Please use care in investigating these allegations. I could easily lose my job over filing this form, however, I cannot take part in fraudulent activities without trying to correct them. I believe xx aircraft ETOPS qualification should be revoked.

Title: MECH RPTING PROTESTS BEING CERTIFIED FOR ETOPS TRAINING THAT HE NEVER RECEIVED.
Narrative: ON THE EVENING OF NOV/XX/91, I WAS ASSIGNED TO WORK SHIP XX WHICH WAS STAYING OVERNIGHT AND WAS DUE A CHK. #3 TIRE, R GEAR FORWARD L TIRE WAS CUT AND I CHANGED IT ALTHOUGH I HAVE NEVER RECEIVED ANY TRAINING ON THE XX ACFT AND AM NOT ETOPS QUALIFIED. THE FORMER LEAD MECH IN CHARGE OF THE AIRPLANE DID NOT SUPERVISE INSTALLATION OF THE NEW WHEEL ASSEMBLY AND DID NOT MAKE A LOGBOOK ENTRY. THERE IS NO PAPERWORK TO SHOW THIS TIRE WAS CHANGED.
