Narrative:

While working as radar controller at sector 22 (R22), sector 21 (R21) pointed out medium large transport X requesting direct tij. I said unable, but the R21 controller allowed medium large transport X to go through sector 22's airspace, an operational deviation. R21 later asked again if medium large transport X could go direct tij. I referenced small transport Y, and specified it was a known high performance aircraft. R21 turned medium large transport X to be head-on with small transport Y, and I had to have small transport Y level at FL210 to avoid an operational error. R21's failure to ensure separation between aircraft constituted another operational deviation. At the time of the second request for medium large transport X to go direct tij, small transport Y was at 15000 ft, climbing to FL230. Medium large transport X was at +/- FL180, climbing to FL330. R21 was 'betting on the come' by not ensuring separation. He failed to recognize the performance characteristics difference between aircraft, as he later stated in amazement that medium large transport X was 3000 ft above the small transport Y, when he made the second pointout. R21 was a new fpl. The reduced time of training to fpl status is too short to provide them with enough experience.
