Narrative:
Taxi out lga. Taxi from gate concourse via taxiway west, left on outer to taxiway F to hold short of runway 22 on F (for takeoff runway 13). Right wing tip of our aircraft came in contact with left tip of flight XXX lga-mia horizontal stabilizer. Flight XXX holding short of runway 22 on G taxiway. Appeared to have right wing tip clearance by both myself and my first officer. XXX instructions were to hold short of runway 22 on G, however held approximately 100 ft short of runway 22 hold line, with nose gear stopped on centerline of right on G. Contributing factors: narrow taxiways, congestion at airport, night time, holding 100 ft short of runway 22 hold line on G. No lights on tail of XXXX, unable for our first officer to see our wing tip, optical illusion gave appearance of more room than in reality. Our aircraft taxied 15 ft to left outer taxiway centerline to try to assure wing tip clearance.

Narrative: TAXI OUT LGA. TAXI FROM GATE CONCOURSE VIA TAXIWAY W, L ON OUTER TO TAXIWAY F TO HOLD SHORT OF RWY 22 ON F (FOR TKOF RWY 13). R WING TIP OF OUR ACFT CAME IN CONTACT WITH L TIP OF FLT XXX LGA-MIA HORIZ STABILIZER. FLT XXX HOLDING SHORT OF RWY 22 ON G TAXIWAY. APPEARED TO HAVE R WING TIP CLRNC BY BOTH MYSELF AND MY FO. XXX INSTRUCTIONS WERE TO HOLD SHORT OF RWY 22 ON G, HOWEVER HELD APPROX 100 FT SHORT OF RWY 22 HOLD LINE, WITH NOSE GEAR STOPPED ON CENTERLINE OF R ON G. CONTRIBUTING FACTORS: NARROW TAXIWAYS, CONGESTION AT ARPT, NIGHT TIME, HOLDING 100 FT SHORT OF RWY 22 HOLD LINE ON G. NO LIGHTS ON TAIL OF XXXX, UNABLE FOR OUR FO TO SEE OUR WING TIP, OPTICAL ILLUSION GAVE APPEARANCE OF MORE ROOM THAN IN REALITY. OUR ACFT TAXIED 15 FT TO L OUTER TAXIWAY CENTERLINE TO TRY TO ASSURE WING TIP CLRNC.
