Narrative:

While flying at FL250, TCASII issued a TA at 1 O'clock and 10 mi. Traffic was level. As traffic approached to within 7 mi, it had descended 200 ft. At this point TCASII issued an RA to descend. We complied with the RA, received a clear of traffic and returned to FL250. Center frequency was very busy and we were unable to advise them in time. Our largest deviation from altitude was 400 ft for 10 seconds.

Title: FLC OF WDB AT FL250 HAD TCASII RA DSND. TCASII OBSERVED TFC HAD DSNDED 200 FT. FLC STARTED DSCNT AND AT 24600 TCASII SIGNALLED CLR OF TFC.

Narrative: WHILE FLYING AT FL250, TCASII ISSUED A TA AT 1 O'CLOCK AND 10 MI. TFC WAS LEVEL. AS TFC APCHED TO WITHIN 7 MI, IT HAD DSNDED 200 FT. AT THIS POINT TCASII ISSUED AN RA TO DSND. WE COMPLIED WITH THE RA, RECEIVED A CLR OF TFC AND RETURNED TO FL250. CENTER FREQ WAS VERY BUSY AND WE WERE UNABLE TO ADVISE THEM IN TIME. OUR LARGEST DEV FROM ALT WAS 400 FT FOR 10 SECONDS.
