Narrative:
We were climbing out of 8500 to 15000 from idaho falls to jackson. Had trouble climbing from 14000 to 15000 and advised center (ice was cause for poor climb). Also advised trouble maintaining 15000 when finally reached. Requested 14000 and they were unable. Upon reaching jac VOR and turning northbound for procedure turn for ILS 18, experienced wind shear and loss of altitude in turn due to ice and shear. Lost approximately 400 ft. Notified center of reason for sudden altitude loss when they questioned us about it and told us there was traffic at 14000. Had a request to call FAA in slc upon landing. We explained situation and were requested to send letter describing the incident. Advised FAA to save center tapes regarding our request for 14000 and inability to climb and maintain 15000 earlier. Wind at 15000 at jac VOR, according to INS, was 75 KTS at 270 (on lee side of grand tetons). Basically we had a momentary emergency due to ice and wind and were doing our best to control the aircraft. Loss of altitude had nothing to do with complacency or inattn.

Title: GOV ACFT HAS ICE AND WIND SHEAR ENCOUNTER, CANNOT MAINTAIN ASSIGNED ALT. ALTDEV.
Narrative: WE WERE CLBING OUT OF 8500 TO 15000 FROM IDAHO FALLS TO JACKSON. HAD TROUBLE CLBING FROM 14000 TO 15000 AND ADVISED CENTER (ICE WAS CAUSE FOR POOR CLB). UPON REACHING JAC VOR AND TURNING NBOUND FOR PROC TURN FOR ILS 18, EXPERIENCED WIND SHEAR AND LOSS OF ALT IN TURN DUE TO ICE AND SHEAR. LOST APPROX 400 FT.
