Narrative:
An air carrier large transport X climbing out of slc airport issued a climb to 11000 due to an mlt Y descending to 12000. The large transport X was not observed going through 11000 due to ARTS tag overlap for numerous departure and arrival traffic, ARTS tags not usable. When tags pried apart large transport X was at 11500 and mlt Y was at 12200. When I asked large transport X his altitude and assigned altitude he replied, assigned altitude 12000 descending to 11000 that his TCASII had just alarmed the traffic now at his 8 O'clock position. Slc TRACON supervisor is aware of the incident due to the aircraft he was the departure sector coordinator.

Title: LGT OVERSHOT HIS ASSIGNED ALT AND HAD LTSS WITH AN MLT DSNDING TO 12000. TCASII RA CAUSED LGT TO DSND AFTER THE FACT.
Narrative: AN ACR LGT X CLBING OUT OF SLC ARPT ISSUED A CLB TO 11000 DUE TO AN MLT Y DSNDING TO 12000. THE LGT X WAS NOT OBSERVED GOING THROUGH 11000 DUE TO ARTS TAG OVERLAP FOR NUMEROUS DEP AND ARR TFC, ARTS TAGS NOT USABLE. WHEN TAGS PRIED APART LGT X WAS AT 11500 AND MLT Y WAS AT 12200. WHEN I ASKED LGT X HIS ALT AND ASSIGNED ALT HE REPLIED, ASSIGNED ALT 12000 DSNDING TO 11000 THAT HIS TCASII HAD JUST ALARMED THE TFC NOW AT HIS 8 O'CLOCK POS. SLC TRACON SUPVR IS AWARE OF THE INCIDENT DUE TO THE ACFT HE WAS THE DEP SECTOR COORDINATOR.
