Narrative:
ASR 9 radar lost both primary and secondary radar at slc 011/9.25. Primary only returned slc 340/11.44. Lost secondary radar again at slc 327/14.06 then lost primary again at slc 327/14.88. Call sign was small aircraft X. I have been told we have the software to fix this problem but do not have the money to install it. Safety is being compromised due to lack of money. This problem has been happening for well over a yr now.
