Called craig by phone to advise. Callback conversation with reporter revealed the following information. Reporter states he did not want to go into controled airport with no radio. Elected to land, call tower and get permission to come in with lights. He is fairly new pilot and purchased plane 4 months ago. Radio problem intermittent as they worked again on takeoff and approach to craig airport.
