Narrative:
I departed the bountiful sky park airport and left the traffic pattern east of I-15. After climbing to 5500 ft I contacted slc approach with position east of the woodcross high school at 5500 ft and ATIS with intent to land at slc airport. The controller assigned me a transponder frequency and said to climb to 6500 ft and report in when level. I circled east of I-15 (over bountiful city) and after 1 circle I was level at 6500 ft and heading south once again. I tried to contact slc approach but the radio was very busy. The controller then contacted me 'turn east you are entering the TCA without clearance.' I turned east. Shortly thereafter slc approach gave me my clearance and I entered the TCA and landed at the slc airport. Slc approach likes aircraft coming off the bountiful skypark airport to report in east of woodcross high school. The error was mine in that once I passed woodcross high school (sbound) and I did not have ny clearance (because of the busy radio) I should have circled over the town of bountiful sooner. I shall correct my own error.

Title: ENTERED TCA WAITING CLRNC FOR APCH AND LNDG SLC.
Narrative: I DEPARTED THE BOUNTIFUL SKY PARK ARPT AND LEFT THE TFC PATTERN E OF I-15. AFTER CLBING TO 5500 FT I CONTACTED SLC APCH WITH POS E OF THE WOODCROSS HIGH SCHOOL AT 5500 FT AND ATIS WITH INTENT TO LAND AT SLC ARPT. THE CTLR ASSIGNED ME A TRANSPONDER FREQ AND SAID TO CLB TO 6500 FT AND RPT IN WHEN LEVEL. I CIRCLED E OF I-15 (OVER BOUNTIFUL CITY) AND AFTER 1 CIRCLE I WAS LEVEL AT 6500 FT AND HDG S ONCE AGAIN. I TRIED TO CONTACT SLC APCH BUT THE RADIO WAS VERY BUSY. THE CTLR THEN CONTACTED ME 'TURN E YOU ARE ENTERING THE TCA WITHOUT CLRNC.' I TURNED E. SHORTLY THEREAFTER SLC APCH GAVE ME MY CLRNC AND I ENTERED THE TCA AND LANDED AT THE SLC ARPT. SLC APCH LIKES ACFT COMING OFF THE BOUNTIFUL SKYPARK ARPT TO RPT IN E OF WOODCROSS HIGH SCHOOL. THE ERROR WAS MINE IN THAT ONCE I PASSED WOODCROSS HIGH SCHOOL (SBOUND) AND I DID NOT HAVE NY CLRNC (BECAUSE OF THE BUSY RADIO) I SHOULD HAVE CIRCLED OVER THE TOWN OF BOUNTIFUL SOONER. I SHALL CORRECT MY OWN ERROR.
