Narrative:
While conducting aerial videos of the flooding in ft bend county, we were flying over oyster creek farms where several homes were experiencing serious flooding. 1 home had a dyke around it to protect it. As we circled at or above 300 ft AGL we noticed several horses behind the house. Seeing that the 1 horse was very disturbed we flew away from the house but remained in the general area. Once we vacated the immediate area, the livestock seemed to be fine. We landed approximately 2 blocks from the house. Again, not disturbing livestock. The landing was made at the request of a local official of mo city, tx. The local official requested our assistance in order that he might survey the damage from above. After this we again landed, the local official exited the aircraft and we left. At all times while in the area we were in contact with the civil air patrol on 123.1. We did maintain proper altitudes and did not directly overfly persons or property. Also during this time we advised another helicopter in the area to avoid flying too close to the house in question. Incidents such as this are difficult to avoid. Although there was no threat or damage to persons or property, persons can become upset by such flts. All we can do is try to be more cognizant of potential in situations such as this and avoid any possible problems.

Title: PLT OF HELI ON FLOODING SURVEY FLEW LOW ADJACENT TO CORRALLED LIVESTOCK.
Narrative: WHILE CONDUCTING AERIAL VIDEOS OF THE FLOODING IN FT BEND COUNTY, WE WERE FLYING OVER OYSTER CREEK FARMS WHERE SEVERAL HOMES WERE EXPERIENCING SERIOUS FLOODING. 1 HOME HAD A DYKE AROUND IT TO PROTECT IT. AS WE CIRCLED AT OR ABOVE 300 FT AGL WE NOTICED SEVERAL HORSES BEHIND THE HOUSE. SEEING THAT THE 1 HORSE WAS VERY DISTURBED WE FLEW AWAY FROM THE HOUSE BUT REMAINED IN THE GENERAL AREA. THE LNDG WAS MADE AT THE REQUEST OF A LCL OFFICIAL OF MO CITY, TX. THE LCL OFFICIAL REQUESTED OUR ASSISTANCE IN ORDER THAT HE MIGHT SURVEY THE DAMAGE FROM ABOVE. AFTER THIS WE AGAIN LANDED, THE LCL OFFICIAL EXITED THE ACFT AND WE LEFT. AT ALL TIMES WHILE IN THE AREA WE WERE IN CONTACT WITH THE CIVIL AIR PATROL ON 123.1. WE DID MAINTAIN PROPER ALTS AND DID NOT DIRECTLY OVERFLY PERSONS OR PROPERTY. ALSO DURING THIS TIME WE ADVISED ANOTHER HELI IN THE AREA TO AVOID FLYING TOO CLOSE TO THE HOUSE IN QUESTION. INCIDENTS SUCH AS THIS ARE DIFFICULT TO AVOID. ALTHOUGH THERE WAS NO THREAT OR DAMAGE TO PERSONS OR PROPERTY, PERSONS CAN BECOME UPSET BY SUCH FLTS. ALL WE CAN DO IS TRY TO BE MORE COGNIZANT OF POTENTIAL IN SITUATIONS SUCH AS THIS AND AVOID ANY POSSIBLE PROBLEMS.
