Narrative:
During a planned VFR flight from pdk direct fdk direct roc transponder became inoperative. Roc could not be achieved due to freezing rain in roc, flight terminated at penn yan, ny. Flight continued VFR to roc. At 26 DME southeast roc approach contacted for landing intentions. Negative transponder advised. Turns to heading executed for prior identify. Advised of identify and vectored to air traffic area. Approach controllers changed. More vectors for identify. Upon landing roc advised to report to tower supervisor. Was advised negative transponder aircraft only permitted in roc arsa with 2 hour advanced telephone call to inform tower of negative transponder situation. Had flown roc arsa extensively 1980-1989 and was unaware of this requirement.

APCH CTLRS CHANGED. MORE VECTORS FOR IDENT. UPON LNDG ROC ADVISED TO RPT TO TWR SUPVR. WAS ADVISED NEGATIVE TRANSPONDER ACFT ONLY PERMITTED IN ROC ARSA WITH 2 HR ADVANCED TELEPHONE CALL TO INFORM TWR OF NEGATIVE TRANSPONDER SITUATION. HAD FLOWN ROC ARSA EXTENSIVELY 1980-1989 AND WAS UNAWARE OF THIS REQUIREMENT.
