Narrative:
Departed mtn airport VFR (in good VFR WX). Leveled off at 2500 ft altitude to remain below TCA floor. At 21 DME north balance VOR started rapid climb to 12500 ft to level on cvr installation. Flew 45 mi north balance VOR -- proceeded back to mtw. Contacted balance approach at 12500 ft, 38 mi north balance and requested IFR to mtn for ILS 32, which was approved. Balance approach advised they had report from air carrier plane that his TCASII alerted him as to our position (not a conflict). We also had him in sight above and to our right a good distance. Balance advised a second air carrier TCASII also showed our position. He was below us, no conflict. Balance was not receiving our mode C during this time for unknown reasons. I contacted controller at balance. He said matter was settled as they received many reports from TCASII equipped aircraft reporting aircraft that are not creating a traffic conflict. Recommend traffic control be left with controllers and not with airline pilots.

Title: CORP FLC ON TEST FLT HAS INOP MODE C. CREATES 2 TCASII ALERTS FOR ACRS.
Narrative: DEPARTED MTN ARPT VFR (IN GOOD VFR WX). LEVELED OFF AT 2500 FT ALT TO REMAIN BELOW TCA FLOOR. AT 21 DME N BAL VOR STARTED RAPID CLB TO 12500 FT TO LEVEL ON CVR INSTALLATION. FLEW 45 MI N BAL VOR -- PROCEEDED BACK TO MTW. CONTACTED BAL APCH AT 12500 FT, 38 MI N BAL AND REQUESTED IFR TO MTN FOR ILS 32, WHICH WAS APPROVED. BAL APCH ADVISED THEY HAD RPT FROM ACR PLANE THAT HIS TCASII ALERTED HIM AS TO OUR POS (NOT A CONFLICT). WE ALSO HAD HIM IN SIGHT ABOVE AND TO OUR R A GOOD DISTANCE. BAL ADVISED A SECOND ACR TCASII ALSO SHOWED OUR POS. HE WAS BELOW US, NO CONFLICT. BAL WAS NOT RECEIVING OUR MODE C DURING THIS TIME FOR UNKNOWN REASONS. I CONTACTED CTLR AT BAL. HE SAID MATTER WAS SETTLED AS THEY RECEIVED MANY RPTS FROM TCASII EQUIPPED ACFT RPTING ACFT THAT ARE NOT CREATING A TFC CONFLICT. RECOMMEND TFC CTL BE LEFT WITH CTLRS AND NOT WITH AIRLINE PLTS.
