Narrative:
After departing phx en route to dfw during climb through 22800 ft to cruise altitude, the TCASII gave an advisory of an aircraft in front of us climbing rapidly. This quickly changed to an alert with the symbol turning red, 'climb' announced over the speaker, and 2200 FPM up indicated on the vvsi. The copilot was on the controls and used a very positive action in pulling the aircraft up in excess of 2500 FPM and a positive roll to the left. As we just entered a cloud deck, we never saw any other aircraft and had not received any ATC advisories nor heard any other traffic on frequency. On my TCASII scope (scale 30 NM), the aircraft seemed to 'pop up' from very close to our position and slightly in front of us. I felt I had one confusing red readout of -27 down. The copilot had switched his scale to 5 NM and saw -2 up (red) colocated with our aircraft symbol causing him to climb and turn. I fully concur in the evasive action he took. A follow up radio call to ATC -- abq indicated that there was an MTR off of davis monthan at FL230 at our 6 O'clock headed west. At abq's invitation, I called abq after landing to clarify the event. I am waiting for further information.

Narrative: AFTER DEPARTING PHX ENRTE TO DFW DURING CLB THROUGH 22800 FT TO CRUISE ALT, THE TCASII GAVE AN ADVISORY OF AN ACFT IN FRONT OF US CLBING RAPIDLY.
