Narrative:
We received clearance to fly the standard noise abatement departure out of washington, dc, basically fly the dca 328 degree radial and the potomac river visually. The captain was flying the leg. He briefed the departure and his VOR was set properly (radial and frequency). After departure he began to make his left turn to intercept the radial. The turn did not appear to be sufficient to track the desired course. There was a strong westerly wind that appeared to be blowing us right of course, toward the prohibited area. The captain continued to make small corrections to the left but were insufficient. I am not sure if we penetrated the prohibited area but I am sure we were right of course. The controller (departure) then told us to turn left and intercept the river. At this time the captain made a large correction to the left and intercepted the desired course.

Title: PROBABLE PENETRATION OF PROHIBITED AIRSPACE.
Narrative: WE RECEIVED CLRNC TO FLY THE STANDARD NOISE ABATEMENT DEP OUT OF WASHINGTON, DC, BASICALLY FLY THE DCA 328 DEG RADIAL AND THE POTOMAC RIVER VISUALLY. THE CAPT WAS FLYING THE LEG. THERE WAS A STRONG WESTERLY WIND THAT APPEARED TO BE BLOWING US R OF COURSE, TOWARD THE PROHIBITED AREA. THE CAPT CONTINUED TO MAKE SMALL CORRECTIONS TO THE L BUT WERE INSUFFICIENT. I AM NOT SURE IF WE PENETRATED THE PROHIBITED AREA BUT I AM SURE WE WERE R OF COURSE. THE CTLR (DEP) THEN TOLD US TO TURN L AND INTERCEPT THE RIVER. AT THIS TIME THE CAPT MADE A LARGE CORRECTION TO THE L AND INTERCEPTED THE DESIRED COURSE.
