Narrative:
After an approach to mins in poor conditions following a long international flight and 1 missed approach, the captain sighted the runway and took action to land on the runway centerline at vref +5 KTS. A last second gust overcame full counter control effort and banked the aircraft 8-10 degrees toward the downwind wing. Since this occurred just prior to touchdown the #4 engine contacted the runway and was damaged.
