Narrative:
While on final approach to castroville 5 mi DME west of art heading 090 degree, experienced 500 RPM drop. Applied full carburetor heat and lined up on highway 90 for emergency landing. Engine was developing 1000 RPM and was unable to maintain altitude. Descended to 100 ft AGL before engine developed full power. Climbed back to pattern altitude and continued normal, uneventful approach and landing. Left and right fuel tanks sumps were drained during preflight with no indication of water or contamination. Minimal traffic was observed on highway, therefore determined minimal danger to civilians. Area is not built up and aircraft never touched down. No infringement on FARS. Precautionary measures only.

Narrative: WHILE ON FINAL APCH TO CASTROVILLE 5 MI DME W OF ART HDG 090 DEG, EXPERIENCED 500 RPM DROP. APPLIED FULL CARB HEAT AND LINED UP ON HWY 90 FOR EMER LNDG. ENG WAS DEVELOPING 1000 RPM AND WAS UNABLE TO MAINTAIN ALT. DSNDED TO 100 FT AGL BEFORE ENG DEVELOPED FULL PWR. CLBED BACK TO PATTERN ALT AND CONTINUED NORMAL, UNEVENTFUL APCH AND LNDG. L AND R FUEL TANKS SUMPS WERE DRAINED DURING PREFLT WITH NO INDICATION OF WATER OR CONTAMINATION. MINIMAL TFC WAS OBSERVED ON HIGHWAY, THEREFORE DETERMINED MINIMAL DANGER TO CIVILIANS. AREA IS NOT BUILT UP AND ACFT NEVER TOUCHED DOWN. NO INFRINGEMENT ON FARS. PRECAUTIONARY MEASURES ONLY.
