Narrative:

While controling traffic, I had a sbound turbo propeller at FL190. Jacksonville approach flashes a handoff an fgt climbing to FL150. The handoff was accepted and the fgt checked on frequency leveling at FL150. I issued a clearance to climb to FL180. The pilot acknowledged 'roger climbing to 18'. Leaving 170000 I cleared the fgt direct tallahassee VOR which put him on a converging course wbound with the sbound traffic. I noticed the fgt's mode C at FL184 and asked the pilot to 'verify level at FL180' with no acknowledgement I asked again 'verify level at FL180'. The pilot then responded 'roger back to 180'. I then asked the pilot to 'verify your assigned altitude was FL180'. The pilot said 'roger'. As a result separation was lost with the turbo propeller at FL190 by 600 ft and 3 1/2 mis due to pilot error.

Title: MIL ACFT CLBED TO OCCUPIED ALT WITHOUT AUTHORIZED RESULTING IN LOSS OF SEPARATION.

Narrative: WHILE CTLING TFC, I HAD A SBOUND TURBO PROP AT FL190. JACKSONVILLE APCH FLASHES A HDOF AN FGT CLBING TO FL150. THE HDOF WAS ACCEPTED AND THE FGT CHKED ON FREQ LEVELING AT FL150. I ISSUED A CLRNC TO CLB TO FL180. THE PLT ACKNOWLEDGED 'ROGER CLBING TO 18'. LEAVING 170000 I CLRED THE FGT DIRECT TALLAHASSEE VOR WHICH PUT HIM ON A CONVERGING COURSE WBOUND WITH THE SBOUND TFC. I NOTICED THE FGT'S MODE C AT FL184 AND ASKED THE PLT TO 'VERIFY LEVEL AT FL180' WITH NO ACKNOWLEDGEMENT I ASKED AGAIN 'VERIFY LEVEL AT FL180'. THE PLT THEN RESPONDED 'ROGER BACK TO 180'. I THEN ASKED THE PLT TO 'VERIFY YOUR ASSIGNED ALT WAS FL180'. THE PLT SAID 'ROGER'. AS A RESULT SEPARATION WAS LOST WITH THE TURBO PROP AT FL190 BY 600 FT AND 3 1/2 MIS DUE TO PLT ERROR.
