Narrative:
I was on final approach to runway 28. I thought I had clearance to land. I had reported 'on final' as instructed. At about 1/2 mi from the threshold I noticed a low wing single engine aircraft departing runway 10. I estimate he passed overhead by 500 ft. After touchdown I saw that there was a small twin engine aircraft 'on the numbers' of runway 10. This aircraft exited the runway. I contacted ground control after clearing the runway and they instructed me to contact the tower by phone. When I called the tower they told me that I did not have a clearance to land and that they would contact me again after talking with the other pilots. As of this time (pm:00 local) they have not contacted me.

Title: CONFLICT OCCURS WHEN SMA PLT MAKES A WRONG RWY APCH LNDG WITHOUT CLRNC AND ENCOUNTERS OPPOSITE DIRECTION DEP TFC.
Narrative: I WAS ON FINAL APCH TO RWY 28. I THOUGHT I HAD CLRNC TO LAND. I HAD RPTED 'ON FINAL' AS INSTRUCTED. AT ABOUT 1/2 MI FROM THE THRESHOLD I NOTICED A LOW WING SINGLE ENG ACFT DEPARTING RWY 10. I ESTIMATE HE PASSED OVERHEAD BY 500 FT. AFTER TOUCHDOWN I SAW THAT THERE WAS A SMALL TWIN ENG ACFT 'ON THE NUMBERS' OF RWY 10. THIS ACFT EXITED THE RWY. I CONTACTED GND CTL AFTER CLRING THE RWY AND THEY INSTRUCTED ME TO CONTACT THE TWR BY PHONE. WHEN I CALLED THE TWR THEY TOLD ME THAT I DID NOT HAVE A CLRNC TO LAND AND THAT THEY WOULD CONTACT ME AGAIN AFTER TALKING WITH THE OTHER PLTS. AS OF THIS TIME (PM:00 LCL) THEY HAVE NOT CONTACTED ME.
