Narrative:
On a routine IFR/IMC flight to pao from aun, unexpected, unforcasted WX changes precipitated several ATIS changes in less than 15 min span of time. Obtained briefing and special observations from destination as VFR. Filed IFR and flew IMC to 20 NM of destination. ATIS at location advise VFR. ATC controller (bay approach 135.4) refused visual approach and requested intentions. Pilot requested clearance to sjc for ILS. On approach 120.1, ATC advised pao was VFR. Pilot requested low approach to sjc, reporting VFR conditions at sjc. Sjc ATIS reports VFR conditions. Upon completion of low approach, tower sjc clears pilot out of czn and request cancellation of IFR. IFR cancelled to SVFR to moffett tower advises IFR conditions while sjc/pao advise VFR. Fog with no ceiling visibility 1-2 1/2 mi. Overlap of sjc/moffett/pao czn would allow SVFR of 1 mi visibility/clear. Moffett controller refuses SVFR and I requested conditions repeatedly. After 3 VFR reports by pilot. Apparently indicating a potential VFR bust. Problem is conflicting ATIS information at approach/tower in 10 mi locality. Human performance: pilot over confident of routine approach to a VFR/VMC landing condition airport in min visibility.
