Narrative:
Air carrier X en route iad-pwm level at FL230 waiting for higher 46 NM south of ood VOR on the 244 degree radial (ZNY). We received a TCASII warning 'traffic, traffic' followed by 'climb, climb' and an RA of +1500 FPM. We quickly followed the RA and climbed to FL235, while captain called center. Center confirmed aircraft Y and told us he was leveling at FL220. We stopped climb and descended back to FL230 with aircraft Y in sight. Aircraft Y was climbing rapidly to FL220 from 330 degrees heading about 150 degrees. We continued trip normally.

Title: ACR X RECEIVED TCASII TA RA FROM ACFT Y. EVASIVE ACTION TAKEN. UNAUTHORIZED CLB FROM ASSIGNED ALT. NON ADHERENCE TO ATC CLRNC.
Narrative: ACR X ENRTE IAD-PWM LEVEL AT FL230 WAITING FOR HIGHER 46 NM S OF OOD VOR ON THE 244 DEG RADIAL (ZNY). WE RECEIVED A TCASII WARNING 'TFC, TFC' FOLLOWED BY 'CLB, CLB' AND AN RA OF +1500 FPM.
