Narrative:

Air carrier X en route pit was descending to 9000 approximately 45 mi southeast of pit. Cga Y had departed westmoreland county airport on a 200 degree heading climbing initially to 8000. I received the handoff and the aircraft checked on frequency. I then issued cga Y a 245 degree heading direct hvc and climb to FL230. As cga Y turned, his ground speed dropped off and separation began to decrease. I then told cga Y to expedite his climb through 11000 and he acknowledged. Separation was lost approximately 15 seconds later. Neither aircraft saw each other and no evasive action was taken.

Narrative: ACR X ENRTE PIT WAS DSNDING TO 9000 APPROX 45 MI SE OF PIT. CGA Y HAD DEPARTED WESTMORELAND COUNTY ARPT ON A 200 DEG HDG CLBING INITIALLY TO 8000. I RECEIVED THE HDOF AND THE ACFT CHKED ON FREQ. I THEN ISSUED CGA Y A 245 DEG HDG DIRECT HVC AND CLB TO FL230. AS CGA Y TURNED, HIS GND SPD DROPPED OFF AND SEPARATION BEGAN TO DECREASE. I THEN TOLD CGA Y TO EXPEDITE HIS CLB THROUGH 11000 AND HE ACKNOWLEDGED. SEPARATION WAS LOST APPROX 15 SECONDS LATER. NEITHER ACFT SAW EACH OTHER AND NO EVASIVE ACTION WAS TAKEN.
