Narrative:
I was working radar approach control for satellite department (vpz)., traffic was an small aircraft X on ILS 27 final approach. FD/clearance delivery was awaiting the IFR cancellation at the airport. Small aircraft Y IFR departing at vpz called FD/clearance delivery for IFR clearance outbound. Small aircraft Y advised he was #1 and ready for departure, FD/clearance delivery called radar.I told FD/clearance delivery to ask the pilot if he could make a right turn to a heading of 090. This was for planning purposes on my part for traffic. FD/clearance delivery told the pilot to turn right, entering controled airspace, released and report airborne. A few seconds later small aircraft X reports cancelling his IFR clear at the airport. On 2/X/92 the pilot visited the facility (sbb ATCT) stated he wanted a tour of the facility, then asked to listen to the tape to see what procedure were being used. The pilot of small aircraft Y stated he was still taxiing out when he noticed the small aircraft X landing on the runway. Therefore a 'non occurrence' was determined since no loss of separation, or runway incursion occurred.

Title: SMA IS INADVERTENTLY RELEASED OFF AN ADJACENT ARPT WHILE ANOTHER IFR SMA IS INBOUND.

SMA Y IFR DEPARTING AT VPZ CALLED FD/CD FOR IFR CLRNC OUTBOUND. SMA Y ADVISED HE WAS #1 AND READY FOR DEP, FD/CD CALLED RADAR.I TOLD FD/CD TO ASK THE PLT IF HE COULD MAKE A R TURN TO A HDG OF 090. THIS WAS FOR PLANNING PURPOSES ON MY PART FOR TFC. FD/CD TOLD THE PLT TO TURN R, ENTERING CTLED AIRSPACE, RELEASED AND RPT AIRBORNE. A FEW SECONDS LATER SMA X RPTS CANCELLING HIS IFR CLR AT THE ARPT. ON 2/X/92 THE PLT VISITED THE FACILITY (SBB ATCT) STATED HE WANTED A TOUR OF THE FACILITY, THEN ASKED TO LISTEN TO THE TAPE TO SEE WHAT PROC WERE BEING USED.
