Narrative:

We were on our descent into las. Our clearance was to 13000 ft. At about the 40 DME 075 radial of las we received a TCASII of traffic 2 O'clock 5 mi climbing to our altitude. This was followed by a RA ordering descent. We followed the RA descending. At 12500 ft an aircraft passed directly over us. Approach was notified and they said the aircraft was at 12000 ft and unexpectedly climbed to 13000 ft. The aircraft was an FAA flight check. Without TCASII this would have been a near miss or worse. We received no advance notice from approach.

THIS WAS FOLLOWED BY A RA ORDERING DSCNT. WE FOLLOWED THE RA DSNDING. AT 12500 FT AN ACFT PASSED DIRECTLY OVER US. APCH WAS NOTIFIED AND THEY SAID THE ACFT WAS AT 12000 FT AND UNEXPECTEDLY CLBED TO 13000 FT. THE ACFT WAS AN FAA FLT CHK. WITHOUT TCASII THIS WOULD HAVE BEEN A NEAR MISS OR WORSE. WE RECEIVED NO ADVANCE NOTICE FROM APCH.
