Narrative:
I am a radar approach controller at grb ATCT. On 1/X/92 for 25 min maintenance personnel shutdown the ARTS portion of our radar for routine maintenance. There were several checks being done. There were periods of time I had only primary returns, occasionally no return, sometimes cenrap, sometimes no display at all, etc. The display kept changing. When I'm working live air traffic I don't think maintenance should take the equipment for their convenience. This produces a safety threat to the flying public. Our facility is closed between XA00 and XB00. These routine maintenance checks should be done when we are closed!

Title: ATC EQUIP PROBLEM RADAR ARTS II SHUTDOWN.
