Narrative:
Air carrier X, medium large transport at 11000. Aircraft were deviation because of WX. The frequency was very busy with check-INS and ATC instructions. I observed air carrier X turn due east off the arrival which flies to acton VOR 040 right. I had previously told air carrier X to deviation no more than 30 degrees. When I asked him what was he doing he told me he turned because he could not get a word in edgewise. I told him that was departure traffic climbing off his right to 170 and in trail traffic. Said never mind. Air carrier X passed 1 mi behind the traffic. The departure controller reassigned the conflicting departure aircraft Y to 10000. The mode C of the departure was 105 back to 102. Supplemental information from acn 201577. Air carrier X cleared on 040 degree radial. Required deviation right for thunderstorm avoidance. We were unable to contact approach control due to frequency saturation until after deviation from heading.

Title: ACR X NON ADHERENCE TO ATC CLRNC HDG DEV WX FACTOR HAD LTSS FROM ACFT Y. PLTDEV.
Narrative: ACR X, MLG AT 11000. ACFT WERE DEV BECAUSE OF WX. THE FREQ WAS VERY BUSY WITH CHK-INS AND ATC INSTRUCTIONS. I OBSERVED ACR X TURN DUE E OFF THE ARR WHICH FLIES TO ACTON VOR 040 R. I HAD PREVIOUSLY TOLD ACR X TO DEV NO MORE THAN 30 DEGS. WHEN I ASKED HIM WHAT WAS HE DOING HE TOLD ME HE TURNED BECAUSE HE COULD NOT GET A WORD IN EDGEWISE. I TOLD HIM THAT WAS DEP TFC CLBING OFF HIS R TO 170 AND IN TRAIL TFC. SAID NEVER MIND. ACR X PASSED 1 MI BEHIND THE TFC. THE DEP CTLR REASSIGNED THE CONFLICTING DEP ACFT Y TO 10000. THE MODE C OF THE DEP WAS 105 BACK TO 102. SUPPLEMENTAL INFO FROM ACN 201577. ACR X CLRED ON 040 DEG RADIAL. REQUIRED DEV R FOR TSTM AVOIDANCE. WE WERE UNABLE TO CONTACT APCH CTL DUE TO FREQ SATURATION UNTIL AFTER DEV FROM HDG.
