Narrative:
The situation started with our fueling personnel over- fueling the aircraft by 1000 pounds. My so reported the condition to our dispatch and load personnel to help them arrive at accurate figures within the aircraft's limits. We pushed back from the gate at PM57 local, started engines and taxied out. Just prior to arriving at the takeoff runway we took a head count and came up with more passengers aboard than what our load control said we were supposed to have. A few mins later load personnel informed us that we had been overloaded at the gate and to return for correction and aircraft overweight inspection. I found out later that dispatch and load control sent a message to the gate personnel not to let us depart before load had confirmed proper weight and loading. Why this message was ignored or mishandled I am not certain of at this time.

Title: FOULED UP RAMP OP GND REFUELING PROC RAMP DEP PROC WT LIMITATION OCCURS WHEN FLT ALLOWED TO DEPART FROM GATE PREMATURELY.
Narrative: THE SITUATION STARTED WITH OUR FUELING PERSONNEL OVER- FUELING THE ACFT BY 1000 POUNDS. MY SO RPTED THE CONDITION TO OUR DISPATCH AND LOAD PERSONNEL TO HELP THEM ARRIVE AT ACCURATE FIGURES WITHIN THE ACFT'S LIMITS. WE PUSHED BACK FROM THE GATE AT PM57 LCL, STARTED ENGS AND TAXIED OUT. JUST PRIOR TO ARRIVING AT THE TKOF RWY WE TOOK A HEAD COUNT AND CAME UP WITH MORE PAXS ABOARD THAN WHAT OUR LOAD CTL SAID WE WERE SUPPOSED TO HAVE. A FEW MINS LATER LOAD PERSONNEL INFORMED US THAT WE HAD BEEN OVERLOADED AT THE GATE AND TO RETURN FOR CORRECTION AND ACFT OVERWT INSPECTION. I FOUND OUT LATER THAT DISPATCH AND LOAD CTL SENT A MESSAGE TO THE GATE PERSONNEL NOT TO LET US DEPART BEFORE LOAD HAD CONFIRMED PROPER WT AND LOADING. WHY THIS MESSAGE WAS IGNORED OR MISHANDLED I AM NOT CERTAIN OF AT THIS TIME.
