Narrative:
Flight landed 36R, tul, behind small transport Y. Interval was close. The small transport exited 36R at A3 highspd. After touchdown, air carrier X exited 36R at A1, then received instructions to 'hold short of a' by tul tower. Small transport Y was observed by air carrier X on a taxiway proceeding sbound but north of A2. The 'hold short' instructions came during the momentary, but critical, phase of rollout, deceleration, and runway exiting. An emergency stop would have been necessary, but possible, to comply with the instructions due to aircraft speed on the highspd exit. Observing that the small transport was well north of A2 and moving slowly, air carrier X captain made one of those instant decisions, in this case to avoid the emergency stop and execute the left turn at A1/a. Recommendations: tower controllers need to be sensitive to the peak workloads during the landing phase and understand that on occasion, highspd holds may be difficult to comply with.

Title: PLTDEV IN A NON ADHERENCE TO ATC INSTRUCTION IN NOT HOLDING SHORT OF TAXIWAY FOR OTHER GND TFC.
Narrative: FLT LANDED 36R, TUL, BEHIND SMT Y. INTERVAL WAS CLOSE. THE SMT EXITED 36R AT A3 HIGHSPD. AFTER TOUCHDOWN, ACR X EXITED 36R AT A1, THEN RECEIVED INSTRUCTIONS TO 'HOLD SHORT OF A' BY TUL TWR. SMT Y WAS OBSERVED BY ACR X ON A TAXIWAY PROCEEDING SBOUND BUT N OF A2. THE 'HOLD SHORT' INSTRUCTIONS CAME DURING THE MOMENTARY, BUT CRITICAL, PHASE OF ROLLOUT, DECELERATION, AND RWY EXITING. AN EMER STOP WOULD HAVE BEEN NECESSARY, BUT POSSIBLE, TO COMPLY WITH THE INSTRUCTIONS DUE TO ACFT SPD ON THE HIGHSPD EXIT. OBSERVING THAT THE SMT WAS WELL N OF A2 AND MOVING SLOWLY, ACR X CAPT MADE ONE OF THOSE INSTANT DECISIONS, IN THIS CASE TO AVOID THE EMER STOP AND EXECUTE THE L TURN AT A1/A. RECOMMENDATIONS: TWR CTLRS NEED TO BE SENSITIVE TO THE PEAK WORKLOADS DURING THE LNDG PHASE AND UNDERSTAND THAT ON OCCASION, HIGHSPD HOLDS MAY BE DIFFICULT TO COMPLY WITH.
