Narrative:
Air carrier X landed runway 31R, and slowed to exit at D. I instructed, air carrier X to turn left, taxi left inner and contact ground control when clear. Air carrier X turned and stopped, then contacted ground control. Aircraft Y short final sent around. Air carrier X did not follow ATC instructions. No other aircraft on taxiways a factor. This is not an isolated incident. Aircraft are always issued turns onto the taxiways to clear the runway. It is not uncommon for the foreign carriers to turn and stop. ICAO procedures needed.

Title: FOREIGN FLAG CARRIER ACR X NON ADHERENCE TO ATC CLRNC (FAILED TO CLR RWY AFTER LNDG) CAUSED GAR FOR ACFT Y. PLTDEV.
Narrative: ACR X LANDED RWY 31R, AND SLOWED TO EXIT AT D. I INSTRUCTED, ACR X TO TURN L, TAXI L INNER AND CONTACT GND CTL WHEN CLR. ACR X TURNED AND STOPPED, THEN CONTACTED GND CTL. ACFT Y SHORT FINAL SENT AROUND. ACR X DID NOT FOLLOW ATC INSTRUCTIONS. NO OTHER ACFT ON TAXIWAYS A FACTOR. THIS IS NOT AN ISOLATED INCIDENT.
