Narrative:
Small aircraft X received pop up IFR clearance from ont TRACON direct pom V264. ATC asked whether I had intercepted V186. I replied in negative and was given a vector of 290. ATC asked me to read back clearance and I told him it was vectors to van nuys. In response to my query he indicated he would not file a pilot deviation report, as there had been 'no problem.'
