Narrative:

On 2/sat/92 arrival into miami flight sjo/mia mr X was inadvertently listed as a passenger on the general declaration by company. Mr X was authorized by holding company and air carrier operations under far 121.583. I discovered this error in customs, however customs would not let me make the proper corrections. The envelope containing these documents was sealed and not available for review by myself or my crew. The seal used was glass tape. The paperwork should be on board with sufficient time for review by the flight crew and not sealed with glass tape or other material preventing access. In addition checklist should read paperwork -- on board and reviewed instead of paperwork -- onboard.

Title: CUSTOM DECLARATION PAPERS LISTED NON ESSENTIAL COCKPIT OCCUPANT AS PAX ON THE MANIFEST WHEN NO PAXS WERE AUTHORIZED.

Narrative: ON 2/SAT/92 ARR INTO MIAMI FLT SJO/MIA MR X WAS INADVERTENTLY LISTED AS A PAX ON THE GENERAL DECLARATION BY COMPANY. MR X WAS AUTHORIZED BY HOLDING COMPANY AND ACR OPS UNDER FAR 121.583. I DISCOVERED THIS ERROR IN CUSTOMS, HOWEVER CUSTOMS WOULD NOT LET ME MAKE THE PROPER CORRECTIONS. THE ENVELOPE CONTAINING THESE DOCUMENTS WAS SEALED AND NOT AVAILABLE FOR REVIEW BY MYSELF OR MY CREW. THE SEAL USED WAS GLASS TAPE. THE PAPERWORK SHOULD BE ON BOARD WITH SUFFICIENT TIME FOR REVIEW BY THE FLC AND NOT SEALED WITH GLASS TAPE OR OTHER MATERIAL PREVENTING ACCESS. IN ADDITION CHKLIST SHOULD READ PAPERWORK -- ON BOARD AND REVIEWED INSTEAD OF PAPERWORK -- ONBOARD.
