Narrative:
On takeoff from hill AFB runway 14 we followed our instructions to fly to 2 DME then turn right to heading 270 degrees maintain 5000 ft. When we contacted slc approach/departure control no changes were made and we maintained that heading and altitude for an abnormally long time (proceeding wbound). I assumed were were held from climbing for arrs into slc. Suddenly slc issued instructions to then climb to 8000 ft 'expedite through 7000 ft for terrain' and seconds later issued a turn to heading 310. He obviously forgot we were there at that altitude. Prior to this he seemed to be distraction with other traffic. I should have been more position oriented to catch the fact we were too low also.

Title: MIL PLT RPTS PROX TO GND SITUATION WHEN TRACON DEP CTLR FORGETS TO ALTER DEP ALT OF MTR.
Narrative: ON TKOF FROM HILL AFB RWY 14 WE FOLLOWED OUR INSTRUCTIONS TO FLY TO 2 DME THEN TURN R TO HDG 270 DEGS MAINTAIN 5000 FT. WHEN WE CONTACTED SLC APCH/DEP CTL NO CHANGES WERE MADE AND WE MAINTAINED THAT HDG AND ALT FOR AN ABNORMALLY LONG TIME (PROCEEDING WBOUND). I ASSUMED WERE WERE HELD FROM CLBING FOR ARRS INTO SLC. SUDDENLY SLC ISSUED INSTRUCTIONS TO THEN CLB TO 8000 FT 'EXPEDITE THROUGH 7000 FT FOR TERRAIN' AND SECONDS LATER ISSUED A TURN TO HDG 310. HE OBVIOUSLY FORGOT WE WERE THERE AT THAT ALT. PRIOR TO THIS HE SEEMED TO BE DISTR WITH OTHER TFC. I SHOULD HAVE BEEN MORE POS ORIENTED TO CATCH THE FACT WE WERE TOO LOW ALSO.
