Narrative:

ATC assigned heading 075 degrees at 3100 ft. TCASII issued TA, traffic 12 O'clock, opposite direction, same altitude. At 3.5 mi visually acquired traffic. As we immediately began a left descending turn, TCASII issued an RA to descend. We notified phl approach of our deviation and when clear of conflict returned to our assigned altitude of 3100 ft on a newly assigned heading of 360 degrees. Notes. ATC never notified us of potential conflict. Incident took place inside TCA. Conflicting traffic had to have operational mode C transponder. Remarks: TCASII worked perfectly and saved the day!

INCIDENT TOOK PLACE INSIDE TCA. CONFLICTING TFC HAD TO HAVE OPERATIONAL MODE C TRANSPONDER. REMARKS: TCASII WORKED PERFECTLY AND SAVED THE DAY!
