Narrative:
Flight was released with 500 pounds contingency and reserves. Flight goes san-dtw. Due to needing runway 27 for takeoff, flight was below reserves at takeoff. The tower told me the flight could be delayed up to 1 hour due to tail wind takeoff. I then called san operations to have the flight brought back to the gate for a topoff of fuel. By the time they were able to contact the flight, it was airborne. When the captain gave his first position report, I did a reanalysis of fuel on board and expected fuel on arrival. Captain was informed he would be arriving with 3600 pounds fuel. He decided to press on. After his den position report, I recommended the flight stop in oma for fuel. Again the captain decided to press on. Flight landed at dtw with 3000 pounds. Reserve for this aircraft is 4200 pounds.

Title: ACR PIC OF FOREIGN MADE LGT DEPARTS WITHOUT SUFFICIENT FUEL RESERVES. VIOLATION OF FAR'S.
Narrative: FLT WAS RELEASED WITH 500 POUNDS CONTINGENCY AND RESERVES. FLT GOES SAN-DTW. DUE TO NEEDING RWY 27 FOR TKOF, FLT WAS BELOW RESERVES AT TKOF. THE TWR TOLD ME THE FLT COULD BE DELAYED UP TO 1 HR DUE TO TAIL WIND TKOF. I THEN CALLED SAN OPS TO HAVE THE FLT BROUGHT BACK TO THE GATE FOR A TOPOFF OF FUEL. BY THE TIME THEY WERE ABLE TO CONTACT THE FLT, IT WAS AIRBORNE. WHEN THE CAPT GAVE HIS FIRST POS RPT, I DID A REANALYSIS OF FUEL ON BOARD AND EXPECTED FUEL ON ARR. CAPT WAS INFORMED HE WOULD BE ARRIVING WITH 3600 POUNDS FUEL. HE DECIDED TO PRESS ON. AFTER HIS DEN POS RPT, I RECOMMENDED THE FLT STOP IN OMA FOR FUEL. AGAIN THE CAPT DECIDED TO PRESS ON.
