Narrative:
Radios were so congested and when told to switch to tower at 1000 ft in left descending turn to runway, wrong runway frequency was set in. Aircraft landed in front of us and cleared runway. We were so focused on the aircraft ahead and making a safe approach that we landed without clearance. We also cleared the runway onto runway 4 with an aircraft in the takeoff position. Problem caused by late clearance to switch to tower and time compression. Clear to tower earlier! Crew workload was too high at time.

Title: ACR FLC TUNES WRONG FREQ ON HDOF TO TWR. LANDS WITHOUT CLRNC.
Narrative: RADIOS WERE SO CONGESTED AND WHEN TOLD TO SWITCH TO TWR AT 1000 FT IN L DSNDING TURN TO RWY, WRONG RWY FREQ WAS SET IN. ACFT LANDED IN FRONT OF US AND CLRED RWY. WE WERE SO FOCUSED ON THE ACFT AHEAD AND MAKING A SAFE APCH THAT WE LANDED WITHOUT CLRNC. WE ALSO CLRED THE RWY ONTO RWY 4 WITH AN ACFT IN THE TKOF POS. PROBLEM CAUSED BY LATE CLRNC TO SWITCH TO TWR AND TIME COMPRESSION. CLR TO TWR EARLIER! CREW WORKLOAD WAS TOO HIGH AT TIME.
