Narrative:
During vectored descent for ILS 07 at santa barbara, ca, center cleared my flight medium large transport to 'descend to 8000 ft, traffic at 12 O'clock opposite direction 7000 ft.' level off was initiated to level at 8000, but due to the thunderstorm and turbulence, aircraft settled to 7750 ft MSL. While climbing back to 8000 ft MSL, TCASII sounded a RA to 'climb'. As the other aircraft passed behind us. Other aircraft (small aircraft) was in visual contact at all times from 12 O'clock 2 mi, until passing behind and left of us. No evasive action was needed or taken. The total time our aircraft was below 8000 ft MSL was less than 30 seconds.

Narrative: DURING VECTORED DSCNT FOR ILS 07 AT SANTA BARBARA, CA, CTR CLRED MY FLT MLG TO 'DSND TO 8000 FT, TFC AT 12 O'CLOCK OPPOSITE DIRECTION 7000 FT.' LEVEL OFF WAS INITIATED TO LEVEL AT 8000, BUT DUE TO THE TSTM AND TURB, ACFT SETTLED TO 7750 FT MSL. WHILE CLBING BACK TO 8000 FT MSL, TCASII SOUNDED A RA TO 'CLB'. AS THE OTHER ACFT PASSED BEHIND US. OTHER ACFT (SMA) WAS IN VISUAL CONTACT AT ALL TIMES FROM 12 O'CLOCK 2 MI, UNTIL PASSING BEHIND AND L OF US. NO EVASIVE ACTION WAS NEEDED OR TAKEN. THE TOTAL TIME OUR ACFT WAS BELOW 8000 FT MSL WAS LESS THAN 30 SECONDS.
