Narrative:

During vectors to final I asked if I was cleared to intercept the localizer. Controller responded to the affirmative. Approaching the GS I asked if we were cleared for the approach. The controller responded in the affirmative. We were speed restr following an medium large transport. We broke out at 900 ft. I confirmed that the medium large transport was clear of the runway. On roll out I heard my call sign. I answered and the approach controller told us to contact ground. That's when I realized that we were never switched to tower and cleared to land. I believe that the controller was distraction by deteriorating WX conditions and sequencing approachs. I allowed my attention to be focused on assisting the PF in the approach and ensuring that they had cleared the runway and forgot to request the frequency change.

Title: ACR IN IMC LANDS WITHOUT CLRNC.

Narrative: DURING VECTORS TO FINAL I ASKED IF I WAS CLRED TO INTERCEPT THE LOC. CTLR RESPONDED TO THE AFFIRMATIVE. APCHING THE GS I ASKED IF WE WERE CLRED FOR THE APCH. THE CTLR RESPONDED IN THE AFFIRMATIVE. WE WERE SPD RESTR FOLLOWING AN MLG. WE BROKE OUT AT 900 FT. I CONFIRMED THAT THE MLG WAS CLR OF THE RWY. ON ROLL OUT I HEARD MY CALL SIGN. I ANSWERED AND THE APCH CTLR TOLD US TO CONTACT GND. THAT'S WHEN I REALIZED THAT WE WERE NEVER SWITCHED TO TWR AND CLRED TO LAND. I BELIEVE THAT THE CTLR WAS DISTR BY DETERIORATING WX CONDITIONS AND SEQUENCING APCHS. I ALLOWED MY ATTN TO BE FOCUSED ON ASSISTING THE PF IN THE APCH AND ENSURING THAT THEY HAD CLRED THE RWY AND FORGOT TO REQUEST THE FREQ CHANGE.
