Narrative:
Approach: ILS DME runway 3 grand canyon national park airport. Conditions: light icing, blowing snow. As copilot I made calls at '1000 ft, 500 ft, 200 ft to go' and decision height. I then called 'missed approach.' I repeated 'we're at missed approach.' I then said that we were below our decision height. Captain refused to execute missed approach procedure but elected instead to descend an additional 100 ft below decision height (approximately 45-50 ft AGL). At this time he recognized a light and landed. Forward visibility was approximately 1/4 mi. ATIS at the time was reporting 200 ft and 1/2 mi.
