Narrative:
Air carrier X was en route to roc with the WX there deteriorating. The airport has a CAT ii approach which was notamed to be 'na.' I assumed this to mean 'not available.' while in contact with approach control, the controller mentioned that aircraft were getting in on the CAT ii approach. We were pleasantly surprised that the CAT ii was now available and briefed for a CAT ii approach. Approach control gave us vectors to the final approach course and cleared us for the CAT ii approach. The approach and landing were uneventful. The next day, I noticed that the NOTAM had been re-issued to read 'not authorized.' I suspect now that approach control should not have cleared us for the approach due to some technical difficulty with the airport equipment or lighting. I think that NOTAMS should be spelled out and not abbreviated so that they cannot be misunderstood by a pilot not that familiar with the airport.

Title: ACR X IGNORED NOTAM AND MADE CAT II ILS WITH NOTAM STATING CAT II NOT AUTHORIZED. PLTDEV.
Narrative: ACR X WAS ENRTE TO ROC WITH THE WX THERE DETERIORATING. THE ARPT HAS A CAT II APCH WHICH WAS NOTAMED TO BE 'NA.' I ASSUMED THIS TO MEAN 'NOT AVAILABLE.' WHILE IN CONTACT WITH APCH CTL, THE CTLR MENTIONED THAT ACFT WERE GETTING IN ON THE CAT II APCH. WE WERE PLEASANTLY SURPRISED THAT THE CAT II WAS NOW AVAILABLE AND BRIEFED FOR A CAT II APCH. APCH CTL GAVE US VECTORS TO THE FINAL APCH COURSE AND CLRED US FOR THE CAT II APCH. THE APCH AND LNDG WERE UNEVENTFUL. THE NEXT DAY, I NOTICED THAT THE NOTAM HAD BEEN RE-ISSUED TO READ 'NOT AUTHORIZED.' I SUSPECT NOW THAT APCH CTL SHOULD NOT HAVE CLRED US FOR THE APCH DUE TO SOME TECHNICAL DIFFICULTY WITH THE ARPT EQUIP OR LIGHTING. I THINK THAT NOTAMS SHOULD BE SPELLED OUT AND NOT ABBREVIATED SO THAT THEY CANNOT BE MISUNDERSTOOD BY A PLT NOT THAT FAMILIAR WITH THE ARPT.
